Umar Ibrahim, the Village Head of Dan Gulam in Gwaram Local Government Area of Jigawa State, is facing serious allegations of sexual assault. These accusations include rape, impregnating a girl, and infecting her with HIV.
These disturbing claims were brought to light through a letter dated October 16, 2023, sent by Kabiru Abdullah, the Senior State Counsel in the Jigawa State Ministry of Justice, to the Secretary of Dutse Emirate Council.
The letter, titled “Notification of arraignment of Umar Ibrahim (Village Head of Dan Gulam) on the offense of rape contrary to Section 3 (1) (A and D) of the Violence Against Persons Prohibition (VAPP) Law 2021,” outlines the grave charges.

Kabiru Abdullah stated that the Attorney General of Jigawa State directed him to inform the Emirate Council about a complaint lodged by Ya’u Muhammad.
The complaint alleges that Umar Ibrahim engaged in illegal sexual intercourse with Ya’u Muhammad’s daughter, resulting in her pregnancy and the transmission of HIV.
The situation became even more complex when it was revealed that Umar Ibrahim had also initiated a defamation case against the girl, her father, and one Sule Umar from Dan Gulam village before the Upper Shari’a Court in Gwaram.
This case highlights a troubling and sensitive legal matter that is currently under investigation.
